For the past six years, I have worked as a quality and compliance manager for an electrical panel manufacturer. I review roughly 430 incoming batches a year—everything from Panduit harness boards and cable ties to arc-flash labels, lockout devices, and PPE. In 2024, I rejected just over 8% of first deliveries. That percentage is not because most vendors are bad. It is because “probably acceptable” is not the same as “meets the specification we actually ordered.”
I did not always operate this way. The vendor failure in March 2023 changed how I think about incoming inspections. We received 600 pre-printed arc-flash labels where the thermal-transfer print wiped off when we applied clear tape over a sample. The vendor said the labels were “within industry standard.” What I mean is they met the bare minimum for a lab test, but not for real-world panel shop handling. That issue cost us a $14,000 redo and delayed a customer launch. Since then, every significant order goes through the same receiving checklist.
This checklist is for anyone buying electrical safety products, labels, lockout/tagout hardware, or wire harness tooling. It will not replace an engineer’s review of a specific application. It is a practical gate: if a product does not pass these checks, it should not reach your stockroom.
Check 1: Verify the paper trail before you open the boxes
The first check is boring, which is exactly why most people skip it. Compare the packing slip against your purchase order and confirm:
- The part number matches the approved drawing or data sheet
- The quantity shown matches the physical pallet count
- The lot code or date code is recorded somewhere you can find later
- Any certificate, test report, or declaration of conformity is included
If the paperwork references a different revision than the one you approved, stop. A common failure I see is a supplier shipping an “equivalent” product because the original was back-ordered. That substitution has to go through the same review as the original. Otherwise, you are not approving quality. You are approving packaging.
Check 2: Look for transit damage and expired product
This sounds too simple, but I have rejected more than one delivery because the outer carton looked fine while the inner boxes were crushed. Open at least two inner boxes from different spots in the pallet, not just the one on top.
For respirators and other dated safety products, check the manufacturing date before you accept the batch. A respirator cartridge that sat in a warehouse for three years may still look new. That does not mean it performs like new. If the vendor cannot give you a readable date code, I recommend sending it back. In an industry where the product’s whole job is to protect someone, traceability matters.
Check 3: Lay out the Panduit harness board on a flat table
This is the check most people ignore, so I want to be specific. If your order includes a Panduit harness board, do not just measure its length and width. Place the board on a known-flat surface and check for warping. A board that looks straight in a warehouse can rock on a workbench. When that happens, the peg positions shift relative to your routed wire bundle. A wire harness that was within tolerance on Monday can be out of tolerance on Tuesday because the board is not stable.
Also check the pegs or pins before you use them. I have seen boards arrive with one or two slightly bent pegs. They still hold a cable tie, so it is easy to miss. The problem is that the bent peg changes the routing radius by a few millimeters. That can be enough to make a harness look sloppy or, worse, create a sharp bend near a connector. Use a sample cable and actually route one bundle before you accept the whole batch.
I wish I had tracked how often warping caused rework in our shop. I don’t have hard data on that. What I can say anecdotally is that it has caused at least three first-article failures in the past two years. The fix was simple: reject the board and order a replacement. The expensive version of this problem is discovering the warp after your team has built 50 harnesses on it.
Check 4: Test the print and adhesive on a sample, not a brochure
Electrical safety labels, arc-flash labels, and wire identification products are sold on how they look in a marketing photo. The real test is how they behave on the actual surface in your facility.
Take one sample label and apply it to the same material it will be applied to in production. For panel shops, that is usually powder-coated steel, stainless steel, or a wire bundle. Then do three quick tests:
- Peel a piece of clear tape off the printed area. If any ink comes off, the print is not durable enough.
- Wipe the label with isopropyl alcohol. If the text smears, it will not survive a shop environment.
- Look at the label from the distance it will actually be read. If an arc-flash label has to be legible from 3 feet away, do not approve it based on how it looks at 12 inches.
This is also where I bring up visual consistency. Customers see a scratched label or a faded safety sign and they make a judgment about your whole company. That judgment may be unfair, but it is real. A 23% improvement in client feedback after upgrading print quality may sound odd, but it happened to us after we switched to higher-grade label materials. Quality is a brand issue, not just a compliance issue.
Check 5: Fit-test lockout devices on real breakers
Lockout/tagout products get a lot of visual attention. A circuit breaker lockout looks like it should work. The only way to know is to install it on the breaker model you actually use.
I recommend keeping a sample of your most common breaker types in the quality area. When a new lockout device arrives, do not measure it with calipers and call it good. Install it. Lock it. Try to defeat it with moderate force. If it slides, rotates, or releases under pressure, it fails the test.
A note here: “fits” and “fits safely” are different. A device can snap onto a breaker handle but still allow the handle to be moved. That device is not a lockout device. It is a visual barrier, similar to a black metal fence around equipment: it looks like protection until someone tests it. Do not let a good-looking product become your safety program.
Check 6: Treat “commodity” safety items the same way
It is easy to focus all your quality energy on products with a familiar standard, like arc-flash labels or lockout hasps. Then the same purchase order includes items that seem too simple to inspect. Two examples stand out.
Respirators: check that the facepiece is flexible, the straps are intact, and the exhalation valve sits flat. A stiff or deformed facepiece will not seal. The packaging might be fine while the product inside has been stored badly. If the respirator has a replaceable filter or cartridge, confirm the part number matches what your workers already use. We once received a whole box of respirators with the wrong cartridge thread. The product was not defective; it was just incompatible. That is a rejection.
Black metal fence panels: if the fence is part of an electrical installation, it should not be treated as a pure fencing commodity. A metal fence around a substation or pad-mounted transformer can become part of a touch voltage hazard if it is not properly bonded and grounded. I do not mean you need to test the grounding system during receiving. I mean the fence panels should match the engineering drawing, and you should confirm the grounding design is documented before installation. A black metal fence that is not part of the grounding design is not automatically safe.
When someone asks me what is better than pepper spray for site security, my answer is the same as for electrical safety: layers. A perimeter barrier, controlled access, proper grounding, and people who actually test the controls will beat any single tool. The same logic applies here. One fence panel is just a fence panel. The system around it is what makes it safe.
Check 7: Record enough to run a recall if you need to
The final check is documentation. Record the lot number, the vendor name, the date of receipt, and the name of the person who performed the inspection. Store that record with the purchase order number. It is tedious. It is also the only way to isolate a problem when a defect appears three months later.
In 2024, we discovered a batch of cable ties that became brittle after exposure to UV. The failure was not visible during receiving. Because we had recorded the lot codes, we were able to pull the remaining stock from the shelf and notify the customer before the ties were installed. If we had skipped that step, we would have been guessing which jobs were affected.
Common mistakes I still see
Here are the three recurring issues that cause the most rejected deliveries:
- Approving the first article but not the production run. The sample looks great. The production run uses slightly different material or print settings. Always keep a first-article sample and compare the actual shipment against it.
- Inspecting only one dimension. A measuring tape will not show you a warped harness board, a failing adhesive, or a lockout device that does not fit. Test the function.
- Letting cost pressure override the checklist. If a delivery is late and the project is waiting, rejecting it feels painful. In my experience, the pain of rework is worse. A deadline-driven acceptance creates exactly the kind of defect that costs you a customer relationship.
I don’t claim this checklist is perfect for every organization. It is what works for a mid-sized panel shop where safety products, wire harness tooling, and PPE arrive on the same trucks. If you adopt only one idea from it, make it this: check what the product does, not just what it looks like. That small habit will save you more money than any quality slogan.
