Safety Supply Procurement Checklist: Panduit Lockout Tagout, Certified Installers, and the Costs Most Buyers Miss

Use this checklist if you're the person who signs off on safety supply orders—for a plant, warehouse, or contracting crew. I've managed procurement at a 140-person electrical and facility services company for seven years, including a six-figure annual safety supply budget. Safety supplies are the easiest category to overpay on if you buy line-by-line. This isn't a complete safety program. It's a buying checklist.

Before you start, understand the one thing that changes every decision below: total cost of ownership (TCO) beats unit price every time.

1. Start with a lockout/tagout device inventory

Most facilities under-order breaker lockouts and over-order the same generic hasps. We did exactly that. In late 2023, an audit found three unlabeled disconnects in our own building. No, wait—four. I'm not going to pretend we were perfect.

Walk every panel, disconnect, valve, and plug. Take photos. Match the device width to the breaker style. When I did this, I realized we needed a mix from the Panduit lockout tagout line, not one big kit. The catalog price for a bundle looked like a deal, but the TCO of unused devices is zero—actually, less than zero, because they sit in inventory and collect dust.

2. Verify installer qualifications before labor starts

The second bid included verification against our arc flash study and a documented as-built record.

We went with the certified installer. The extra cost was basically documentation. I do not mean you should always require a certified installer. I mean you should compare what you're actually buying. If you're only buying labor, the lower quote wins. If you're buying compliance and traceability, the training matters.

3. Buy lockout/tagout kits by work order, not by catalog

A 100-piece kit is convenient. It also includes things you may never use. We've had better luck building small kits for specific jobs: a breaker lockout, a hasp, two tags, a cable lock. For a group maintenance event, a group lockout box is worth the money. For a single pump repair, it's overkill.

The trick is to match the kit to the actual permit or work order. That sounds obvious, but it took us three wrong orders to build a simple template. (Should mention: I also learned to check whether the tags can be written on with permanent marker. Some glossy tags smear.)

4. Use temporary barriers—including snow fence—for seasonal and unplanned hazards

Cones disappear. Barricade tape rips. For winter hazards and short-term trench protection, we've gotten a ton of use out of snow fence. It's not a guardrail, and I wouldn't use it where someone could fall from height. But for keeping forklifts out of a slippery zone or marking snow-melt areas, it works and it's reusable.

We bought two rolls after a driver slid into an unmarked icy spot by the loading dock. No one was hurt, but it was close. The cost of the snow fence was a fraction of what we'd spend on one near-miss report.

5. Choose gloves by task, not by lowest bid—latex gloves included

Latex gloves are cheap, and that's exactly why they get over-specified. We bought them in bulk because the price per box was the lowest number. Then we dealt with allergic reactions, powder issues, and compatibility questions from crews working with solvents.

For many jobs, nitrile is a better TCO even at a higher per-box price. But I don't want to tell you latex is wrong. It's not. Latex has good elasticity and tactile feel. The point is to select gloves based on the hazard and the task, not just the box price. Use standards like ANSI/ISEA 105-2016 as a reference, and verify the performance level for the specific chemical or cut risk.

6. Know the mace vs pepper spray difference before adding defense spray to your budget

I'm not a security consultant, but I've made buying mistakes in this category too. If your facility orders personal defense sprays for remote workers or reception areas, do not treat mace vs pepper spray as a branding question.

Traditional mace is a chemical irritant (CN or CS), while pepper spray uses OC (oleoresin capsicum). They behave differently, and some jurisdictions regulate them differently. To make it more confusing, the company called Mace now sells pepper spray too. The cheaper canister might cause more legal and training overhead than the spray you actually want. If you're not ready to train people and verify local law, leave it off the order. That's the honest TCO answer.

7. Add hidden costs to every quote: shipping, restocking, documentation

After comparing eight vendors over three months for our annual safety supply order, I built a cost spreadsheet. The vendor with the lowest quote was not the lowest total once we added freight, minimum order quantities, and reorder fees. The 'cheap' option would have cost us a $450 restock if we changed quantities. The all-inclusive quote was actually cheaper.

Our procurement policy now requires at least three quotes for any order above $1,000. I wish we'd done this sooner. We didn't have a formal process before, and it cost us—both in money and in the time spent arguing with a vendor about a return.

Final checklist before you submit any order

  • Have you matched lockout/tagout devices to your actual energy sources?
  • Did you verify installer training, not just price, for labeling and electrical work?
  • Are you buying kits by work order, not by catalog convenience?
  • Did you include temporary barriers like snow fence for winter and short-term hazards?
  • Did you choose gloves based on hazard and standard, or just price per box?
  • Did you confirm whether you need defense spray and understand the mace vs pepper spray issue?
  • Did you calculate TCO, including freight, restocking, and documentation?

This was accurate as of Q4 2024. OSHA 29 CFR 1910.147, NFPA 70E (2024 edition), and local regulations can change, so verify current requirements before you budget. My experience is based on light and mid-range industrial facilities. If you're in a high-hazard chemical plant, treat this as a starting point, not the final word.

Bottom line: the cheapest line item is not the cheapest purchase. A safety supply order is about the work it helps you do safely and the rework it prevents. That's the cost I care about.
