The Real Cost of Electrical Safety: A Quality Inspector's Honest Comparison
Two Ways to Buy Safety
When I tell people what I do—reviewing safety compliance for an electrical infrastructure company—they usually assume it's about checking boxes. It's not.
In my role, I review somewhere between 200 and 300 safety-related items a year. In 2024, I rejected about 18% of first deliveries. The reasons varied: labels with the wrong incident energy values, lockout devices that didn't actually secure breakers, PPE that didn't match the hazard rating on the work order. - The component approach. Buy everything separately. Cheapest hard hat that meets the minimum class. Labels from whatever vendor prints them fastest. A box of generic lockout tags. Training is a video someone forwarded.
- The system approach. Safety products are selected as a set. Labels, lockout devices, PPE, training, and installation are treated as connected layers. The supplier's certification program exists for a reason.
The difference isn't just compliance. It's total cost of ownership. And that's where this comparison actually matters.
What's PPE, Really? A Quick Reset
"What's PPE?" sounds like a beginner question, but I appreciate when people ask it. Because a lot of people only have half the answer.
PPE is personal protective equipment: hard hats, safety glasses, voltage-rated gloves, arc flash suits, face shields, hearing protection, safety footwear. Any equipment that shields the worker from a hazard.
But here's the misunderstanding I keep finding, and it's a causation problem: people think PPE is the first line of defense. It's not.
Elimination → Substitution → Engineering Controls → Administrative Controls → PPE
According to NFPA 70E and OSHA's hazard control hierarchy, PPE is the last line. The order is elimination, substitution, engineering controls, administrative controls, then PPE. If you're using PPE as a substitute for engineering controls—like guarding a live panel instead of de-energizing it—you've got the system backwards. PPE is what's left when the other layers can't do the whole job.
An honest moment about hard hats
Last year, a facility manager asked me to review a bulk order that bundled a Studson hard hat as the premium choice. Studson makes decent head protection. Good shell, comfortable suspension, compliant with the relevant impact standards. At its price point, it's a sensible pick for impact hazards.
But that same facility was doing arc flash work.
A standard hard hat doesn't provide arc flash protection. It's a component, not a system. The workers in that panel room needed arc-rated face protection and an arc flash hood layered on top. The manager had spent the approved budget on something that looked safe instead of something that was safe for the specific job.
The purchase isn't the outcome. That's the piece that gets missed.
Arc Flash Labels and Lockout/Tagout: Where Programs Fall Apart
I spend a disproportionate amount of my review time on two categories: arc flash labels and lockout/tagout (LOTO) devices. They're the most inspected items, and the most frequently wrong.
Arc flash labels
Compliant labels have to include at least the nominal system voltage, arc flash boundary, and incident energy (or hazard category) in accordance with NFPA 70E.
I've seen the component approach to labels fail in three recurring ways. Outdated severity levels carried over from a previous decal. Incident energy numbers that didn't match the engineering study. And materials that delaminated within 18 months in an unconditioned room.

Electrical safety works the same way. Locking out a breaker is mechanically simple. Making sure the right device is used, verified, and logged? That's the process. The process is the product.
What I'd Choose, and Why
I'll give you my practical breakdown rather than a universal verdict.
Choose the component approach if:
- You have a full-time internal safety or EHS lead who actively audits the work
- Your facility hasn't changed electrical infrastructure in years and your team knows every panel
- You have strong in-house expertise in NFPA 70E and OSHA standards
Choose the system approach (Panduit-style) if:
- Contractors do most of your electrical work and they rotate frequently
- You manage multiple facilities without a centralized safety authority
- You're building new electrical infrastructure in the next 12–24 months
- You want consistent compliance that doesn't depend on one person's memory
I'll be transparent about the boundary: this is based on what I've seen in mid-to-large industrial and commercial settings. If you're a small shop with one panel and a chief electrician who has been there 20 years, the component approach might work fine for you. Your mileage may vary.
But for most organizations I review, the system approach wins on total cost of ownership. The $3 label that's unreadable in two years costs more than the $5 label that's still legible after eight. The $85 certified installer who does it right the first time costs less than the $50 installer who triggers a $4,800 redo. Those costs sit in a spreadsheet somewhere, even if they're not all on the same line.
I approved the Panduit system for our 2025 rollouts and immediately thought: did I just overspend? The two weeks between my approval and the first certified installation were stressful, honestly. Then the install went in, the audit went clean, and the second-guessing went away.
That's the kind of quiet outcome you can't see on a unit price.
